Summary
Since 2020, LeadMO and LeadMO Action (collectively referred to herein as LMA) have focused on recruiting, training and developing a diverse pool of talent to lead and staff campaigns, political offices, and advocacy organizations across Missouri. LMA trains future candidates and campaign staff with the fundamental knowledge and best practices to run successful campaigns. LeadMO also operates Hired Up Missouri, a statewide political job board, to help place talent in roles with partner organizations that work to advance social, economic, environmental, and/or racial justice in Missouri. Additionally, LMA hosts public trainings and networking events to further connect talent to jobs.
As equity, inclusion, and antiracism are fundamental to its mission and efforts, LMA seeks to better understand the current hiring landscape amongst LMA partner organizations and other value-aligned organizations. Through the process, LMA hopes to identify needs, barriers, and opportunities that exist, learn how partner organizations improve their hiring practices, and identify ways that LMA’s talent programming can work to remove barriers to employment and advance inclusive hiring practices.

Through non-partisan programming, LeadMO Action (a 501 (c)(4) organization) focuses on recruiting racially, regionally and economically diverse Missourians, and equipping them with the skills and networks needed to effectively engage in the political process.

Purpose
LMA is seeking proposals from a qualified vendor(s) to perform a landscape audit of employment equity amongst LMA’s partner organizations through an equity, inclusion, and antiracist lens. The audit aims to identify areas of improvement and recommend best practices to further improve Missouri’s leadership and talent pipeline.
As a result of this project, LMA anticipates the following:
- LMA will have improved understanding of how employers and workers within the landscape perceive/experience barriers to diversity, equity, anti-racism, and inclusion.
- LMA will have a set of accountability measures or key performance indicators to measure progress towards employment equity.
- LMA and partner organizations will be equipped with actionable strategies to make their hiring and board practices more equitable and accessible to people of diverse backgrounds and abilities.
- LMA will be equipped with actionable strategies to increase employment equity across the landscape through their operations and programming.
Responsibilities
Scope of Work
We seek a consultant to work with LMA staff and an eight member project team (comprised of staff members, current board members and previous board members) to complete the following required deliverables by March 30, 2025:
- Complete a landscape analysis currently underway of employment equity amongst LMA’s partner organizations to understand needs, barriers, and opportunities.
- Develop strategies for ensuring that LMA talent programming can effectively challenge and dismantle systemic barriers to equitable and inclusive staffing within value-aligned movement organizations.
- Identify accountability measures to support and monitor sustained improvements.
- Identify replicable strategies and tools for helping partner organizations become more equitable and inclusive workplaces.
- Compile assessment findings and share with staff, board, and key partners via a written report.

& Pricing
Please limit proposals to no more than 10 pages, excluding the cover sheet. A complete proposal will include at minimum the following:
- Detailed description of the organization, and resume or CV of all team members or staff who will support in executing the deliverables of the RFP.
- A description of the Vendor’s experience working with organizations/civic leaders dedicated to advancing social, economic, environmental and/or racial justice.
- The name, contact information, and email address of at least three references of former clients within the last three years.
- At least two examples or summaries of previous work completed within the last three years.
- Outline how the vendor will satisfy each deliverable listed in the Scope of Work.
- Provide a cost proposal for each project component. A unit price and a total for the quantity must be stated for each item quoted. In case of an error in the extension or total, the unit price prevails. All prices quoted must be firm and not subject to increase.
- The proposal for completion of required sections should not exceed $20,000. If the complete scope of work (required + ideal) exceeds your availability, you may submit an addendum to the proposal for the activities listed as “ideal”.
