TITLE: Director of Administration and Counsel
FLSA STATUS: Exempt
SALARY RANGE: $85,000 – $95,000
Employees in this classification are responsible for planning, directing and managing the administrative functions of the City of St Louis Treasurer’s Office. Such functions include budget preparation and monitoring, administrative research and analysis, risk management, worker’s compensation, and general administrative functions including Human Resource and Payroll.
ESSENTIAL JOB FUNCTIONS
Oversee and direct the HR and Payroll departments to include approval of payroll and the review of any disciplinary actions. Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area. Establish appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. Plan, direct and coordinate the Treasurer’s Office work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems. Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. Prepare and present reports on Administrative Services related issues. Participate in the development and administration of the Treasurer’s Office budget. Explain, justify and defend Treasurer’s Office programs, policies and activities; negotiate and resolve sensitive and controversial issues. Represent the Treasurer’s Office to other departments, elected officials and outside agencies; coordinate assigned activities with other departments and outside agencies and organizations. Provide assistance to the Treasurer, participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
Attend and participate in executive management meetings; stay abreast of new trends and innovations in the field of public administration. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Oversee contested parking ticket administrative hearing process. Ensure that the City of St Louis Treasurer’s Office complies with all applicable laws, regulations, city ordinances, rules and policies. Chairs the Personnel Review Board. Works in conjunction with property management group to ensure property is operated at optimal level including but limited to lease negotiations and addressing tenant concerns. Act as Custodian of Records for the organization. Represent and advise office pertaining to legal matters. Work with legal representatives regarding legal matters and communicate to appropriate management staff. Acts as Treasurer’s Office liaison to other city departments and outside organizations.
Qualifications include an undergraduate degree from an accredited college or university; Juris Doctor (JD) from an accredited American Bar Association (ABA) institution. Admitted to practice law in Missouri or another U.S. jurisdiction. At least two years of litigation experience; Preferable related to employment matters and public policy. Must have extensive knowledge of HR, Payroll and general administrative laws, regulations and city ordinances. Pertinent federal, state and local laws, codes and regulations. Computer literacy and especially knowledge of Microsoft Office Suite, HR and Payroll systems is essential. Must possess an extremely high level of interpersonal and communication skills. Ability to manage and direct administrative service and activities. Ability to develop and administer departmental goals objectives and procedures. Ability to analyze problems, identifies alternative solutions, and implements recommendation in support of goals. Ability to prepare clear and concise administrative reports. Knowledge of methods of researching, analyzing, preparing management repast, human resources, payroll and risk management.
