Evaluation and Learning Officer, Health Care Foundation of Greater Kansas City

Position Summary

The Health Care Foundation is seeking to hire an additional full-time learning, research and evaluation officer to expand our capacity to achieve strategic objectives. Qualified candidates will have strong background in the public health field, research, community engagement, and learning. This position is a key member of the HCF evaluation team with responsibility for driving the Foundation’s forward-looking research, evaluation and assessment of emerging health equity issues. As part of the evaluation team, the position will help drive the ongoing evolution of the Foundation’s areas of focus to support our mission. Exploration and engagement with our community at all levels is critical for the success of this role. Effectively engaging Foundation staff in the research and findings on forward looking issues and supporting the integration of research and community findings to the ongoing work of the Foundation is a must.

DUTIES AND RESPONSIBILITIES:

Evaluation, Research & Learning:

  • Analyze and articulate public health issues and trends within the Foundation’s service area.

  • Develop research framework to assess evolution of public health issues and the implications for HCF

    funding, convening and advocacy. Develop approach for sustained engagement of community regarding

    public health issues.

  • Create and lead approach to compilation of community health data that informs HCF work.

  • Proactively identify themes aligned with HCF strategies that should be explored further and shared with

    various stakeholder groups.

  • Identify and engage key collaboration partners and projects that are critical to achieving our mission.

  • Lead the development of research products, in collaboration with contractors and grantees

  • Cultivate strong research relationships with community-based organizations, health care systems and

    research institutions.

  • As part of the evaluation/learning team and in collaboration with VP of Programs engage in system

    thinking strategy and planning throughout HCF grantmaking priorities.

  • Work with VP of Programs to develop a research/learning agenda that identifies purpose, focus,

    outcomes and timelines.

  • Work with grants manager to leverage data-base for reporting of trends into future public health trends.

Other Responsibilities

  • Serve as a resource to program officers in the formulation, design and implementation of research strategies to guide learning.

  • Support policy and advocacy research as needed.

  • Support long-term evaluation projects, as needed by Healthy Communities, Safety Net and Mental Health.

  • Develop verbal and written presentations utilizing Microsoft Office, PowerPoint and Excel software.

EDUCATION, EXPERIENCE & QUALIFICATIONS:

  • Master’s degree required. Preference will be given to candidates with degree or experience in public health. Education in field requiring hypothesis testing and systemic data analysis.

  • Must possess 7-10 years work experience in the area of research, evaluation design, data analysis and/or program evaluation. Experience in planning/design to summative reporting. Knowledge of evaluation and research methodology and theory, descriptive and statistical analysis and interpretation and data reporting.

  • Experience in the philanthropic, nonprofit, health-related or public health sectors strongly preferred.

  • Strong facilitation and collaboration skills

  • Keen conceptual, analytical and critical thinker with ability to understand causes of problems and envision

    systemic changes; an inquisitive nature.

  • Knowledge of structural equity issues and their relevance within research and public health.

  • Ability to interact respectfully and cultivate relationships with people of diverse backgrounds,

    perspectives, styles and cultures.

  • Excellent organizational and project management skills.

  • High-level analytical and problem-solving skills.

  • Excellent verbal and written communication skills, including the ability to effectively communicate

    detailed technical material to non-technical audiences.

  • Ability to think strategically, work independently and take initiative to implement change.

  • Flexibility and ability to multi-task while working under pressure.

COMPENSATION:

A competitive compensation package, corresponding to the experience level, credentials and personal characteristics of the candidate will be offered.
